Appalachian Community Grant Project Administration
The Ohio Valley Regional Development Commission is thrilled to work with the Appalachian Community Grant lead applicant Ross County to assist in the administration of awarded projects throughout our 12-county region. This page serves as a toolkit to assist each sub-grantee in making their project administration process as smooth as possible. Information for Communities and Design Professionals
How to Submit a Design or Construction Invoice for payment.
For Design
- Contracted design firms should send invoices to the sub-grantee and OVRDC for review. Once reviewed and confirmed that the work has been completed, OVRDC will submit the invoice to Ross County for payment. Ross County will then process the invoice and pay the contracted design firm directly.
For Construction
- Contractors will submit their invoices to the sub-grantee and design firm. After reviewing the invoice and completing the required contractor payment request documents (to be provided by Ross County), the sub-grantee and design firm will submit the required documentation to OVRDC for payment. Invoices must be submitted to OVRDC by 4 PM on Thursday to meet the Friday deadline set by Ross County (see payment calendar below).
- After receiving their check from Ross County, the grantee must use the funds to pay any outstanding invoices from contractors. Please note that a copy of the check and proof of payment to the contractors must be submitted to OVRDC.

Monthly Reporting
- Monthly progress reports are due to OVRDC by the 10th of each month.
- OVRDC will send an email on the first of each month as a reminder it is time to submit your monthly report.
Kick-Off Meeting Information
OVRDC is in the process of hosting kick off meetings for each project team to learn more about roles and responsibilities and to learn more about your project. It is our goal to assist you in every phase of concept to completion and hope you will reach out with any questions you may have. Below are important documents related to the kick off meeting.
