What is The Regional Coordinated Plan?
The Regional Coordinated Plan is the Public Transit-Human Services Transportation Plan for the ten-county region of Ohio Valley Regional Development Commission (OVRDC). The ten counties to be included in this plan are Adams, Brown, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto and Vinton Counties. The plan will be developed between 2024-2025. Prior to the Regional Coordinated Plan, each county had a local coordinated plan. The new regional plan will enable counties to collaborate on transportation services and make connections across county lines to better serve residents and give them access to out-of-county destinations.
The OVRDC Regional Coordinated Plan project started in January 2024. It will combine all established Coordinated Public Transit Human Services Transportation Plans into one Regional Coordinated Public Transit Human Services Transportation Plan. The OVRDC Regional Transit Coordination Specialist Marlana Hopkins began working with Mobility Managers of the region in October 2023 to gather all information needed to begin the process. It is the purpose of this plan for local stakeholders to work collaboratively to do the following activities.
- Identify Available Regional Resources for Transportation
- Establish Regional Transportation Challenges and Needs
- Create a Regional Plan for achieving shared goals
Mobility Management in Southern Ohio
OVRDC is committed to working with Mobility Managers of the region to identify and remove transportation barriers for all residents. Transportation is a critical component to quality of life for communities in the OVRDC Region. Transportation provides access to jobs, education, health care, human services and allows all community members, including older adults and people with disabilities, to live independently and engage in community life.

Contact your local mobility manager for information or connections to transportation services available in your county and surrounding areas. Even if your county is not listed, mobility managers can assist with connecting you to transportation resources in your service area.
