How the Project Started

The Ohio Valley Regional Development Commission (OVRDC) Electric Vehicle (EV) Readiness Plan was developed to expand the electric vehicle charging infrastructure network to accommodate future demand and support economic development efforts related to travel and tourism. OVRDC is the Regional Transportation Planning Organization (RTPO) serving Adams, Brown, Fayette, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto, and Vinton counties. This plan includes an overview of existing conditions, an assessment of needs, and an implementation strategy for EV infrastructure deployment in the region. The strategy identifies recommended sites for future public EV charging infrastructure and recommendations on policies and programs that can support EV deployment in the region.

Stakeholder and Public Engagement Participation

Stakeholder and public engagement conducted during the development of this plan included facilitation of a Steering Committee, interviews with key stakeholders, a public agency questionnaire, and a public survey. The stakeholder interviews and questionnaire provided additional insight on community needs, potential EV infrastructure sites, and utility capacities in the region. The public survey collected information about public opinion in the region related to electric vehicle adoption and charging infrastructure.

Final Results – Recommendations, Funding, and Implementation

Proposed EV charging sites were identified based on EV demand projections, average daily traffic data, proximity to local attractions and other trip generators, and stakeholder input. This plan recommends 44 charging sites broken into short-, medium-, and long-term implementation phases. The implementation framework provides information about potential funding sources and implementation partners for each of the identified sites.
