Economic and Community Development Services 

OVRDC is a designated Local Development District (LDD) and an Economic Development District (EDD).

These designations mean it is our job to help lead locally-based, regionally-driven economic development planning and processes that include recommendations from public, private and nonprofit sectors working together for regional collaboration and cooperation. The strategic document of project recommendations called a Comprehensive Economic Development Strategy (CEDS), is a strategy-driven, regionally owned planning document and process designed to guide the prosperity and resiliency of the region.
 

 

Appalachian Regional Commission (ARC)

The ARC is a 13-state commission, which fosters development in the Appalachia Region of the United States. Eleven of OVRDC’s 12 counties, all but Fayette, lie within the Appalachian Ohio Region. ARC funding can assist with projects that meet one of four priority investment areas. As a Local Development District (LDD), OVRDC is your first stop for securing funding through the ARC.

Economic Development Administration (EDA)

EDA is a division of the U.S. Department of Commerce and provides funding for job-creation projects in distressed areas around the nation. Assistance can also be provided to communities experiencing significant job loss through plant closures or layoffs. OVRDC is a designated Economic Development District (EDD) and your first stop for securing funding through the EDA.

 Ohio Public Works Commission (OPWC)

OVRDC coordinates this state grant/loan program for the District 15 Public Works Integrating Committee (all OVRDC counties except Clermont). Eligible projects include the construction, repair, or replacement of roads, bridges, and water and wastewater infrastructure. OVRDC is your first stop for securing funding through the OPWC.

NRAC Clean Ohio Greenspace Conservation Grant  OVRDC coordinates the Natural Resources Assistance  Council (NRAC) Clean Ohio Greenspace Conservation state grant program for District 15 (in all OVRDC counties except Clermont). Eligible projects include the acquisition and improvement of public access to green spaces of significant conservation-focused biodiversity or natural value priority.

Project Development, Coordination & Finance

For an administrative fee, OVRDC staff can provide subdivisions with project application development assistance, environmental review, and project administration for Community Development Block Grant (CDBG), ARC and EDA funded projects. The Governor's Office of Appalachia awarded $250,000 through the ARC Area Development program for improvements to Haverhill-Ohio Furnace Road in the southeastern part of Scioto county. The $724,700 project was funded with matching dollars from a variety of partners. This project will make travel for employees and truck traffic safer and more efficient. It will also support the retention of 51 full-time jobs and the creation of an additional 30 full-time jobs.

OVRDC entered into a service contract as a public sponsor on a Diesel Emission Reduction Grant (DERG) for Superior Marine, Inc. in Lawrence County. The project will repower four 1980s-era diesel propulsion engines. OVRDC will continue to monitor for compliance of the project for the next five years after completion.
