Transportation-Related Request for Proposals Issued

The Ohio Valley Regional Development Commission (OVRDC) is issuing a request for proposals for transportation studies or plans. Selected studies or plans will be conducted by OVRDC, or consultants contracted by OVRDC or in conjunction with ODOT. This Request for Proposal (RFP) is being issued by OVRDC, the sole point of contact during the selection process. Entities who wish to submit a proposal for a transportation study or plan may submit a request for up to $20,000. Proposals should be limited in scope so that the estimated study cost is less than $20,000. Consideration will be given to studies requesting over $20,000 if the need is justified. The threshold will be reviewed on a case-by-case basis.
All proposals must be transportation-focused and directly related to a specific transportation-related project. Take a look at this list of previous transportation studies awarded funding for plans and projects in previous years.
Suggested focus areas include:
- Safety
- Active Transportation
- School Travel Plans
- Thoroughfare Plans
- Economic Impact
- Traffic County/Analysis
- Complete Streets
- Transit
Proposals should be limited to no more than 5 pages and should include the study location, purpose of study with a clearly defined scope, supporting documentation (i.e. crash statistics or other description), and the estimated cost of the study (does not need to be an engineer estimate, just your own estimate of what you think it may cost).
In the last several years, transportation projects started with awards from this program leveraged the initial plan as a foundation to secure larger grant dollars and complete projects with significant impact on their communities. The Highland County Transit Feasibility Study was used as a preliminary study to help secure a $1.1 million grant award to fund a public transit project serving Highland and Adams Counties, and the Scioto County Active Transportation Plan was used as a preliminary study to help secure a $400,000 grant award for an ODOT Safe Routes to Schools grant.
Studies cannot include engineering (i.e. final plans, final specifications, construction, etc.). Proposals will only be accepted from public entities located within the OVRDC RTPO region – Adams, Brown, Fayette, Gallia, Highland, Jackson, Lawrence (rural area), Pike, Ross, Scioto, and Vinton; and are due by 12:00 PM on February 9, 2024, to:

Emailed proposals are not considered received until a confirmation email is received. There will be no public opening. Late proposals will not be accepted.
